The Authority, through a broad range of regulatory programs and cooperative services, strives to work together with constituents to manage Edwards groundwater supply and demand effectively, efficiently, and equitably, and to protect the aquifer to the benefit of all who depend on it. These programs underscore the Authority's mission to manage, enhance and protect the Edwards Aquifer system.

Critical Period

In times of declining groundwater levels, the Authority implements a Critical Period Management (CPM) Plan to help sustain aquifer and springflow levels. This program helps slow the rate of decline in aquifer levels and spring discharges during periods of little or no rain by reducing the amount of groundwater permit holders are allowed to withdraw.

Conservation Grants

The Edwards Aquifer Authority supports conservation through a grant program that helps users of Edwards groundwater implement projects and practices that help reduce their water use. Through this grant program, holders of municipal and industrial groundwater withdrawal permits may apply for and receive funding for qualified conservation programs and practices that result in saved groundwater. These grants are offered annually as an incentive for implementing water conservation practices across the Authority’s jurisdictional area.  

Since its inception in 2009, this program has awarded more than $300,000 in grants for projects such as leak detection surveys, toilet replacement and plumbing fixture retrofits, meter replacements, and education initiatives. Collectively, these projects represent an estimated 700 acre-feet in conserved groundwater.

Groundwater Conservation Plan

Increasing water demands, extreme weather variability, and mandated reductions in use make year-round conservation an important tool in managing groundwater. To improve water-use efficiency, municipal, industrial, and irrigation permit holders are required to implement an individual conservation program and then document their efforts on a triennial basis. Successful GCPs require implementation of Best Management Practices (BMPs)—practices proven to achieve measurable water savings
