Cibolo Creek Rules (Public Hearing to be Scheduled)
These proposed rules amend Edwards Aquifer Authority rules -- Ch. 707 ( Procedure before the Authority) and Ch. 711 (Groundwater Withdrawals) -- as they relate to regulating the transfer of Edwards groundwater withdrawal rights from west to east across the Cibolo Creek. These proposed rules restrict the transfer of groundwater rights from withdrawal points located west of Cibolo Creek to withdrawal points located east of Cibolo Creek, except under certain scenarios for a specific period of time. These rules, as proposed, are based on the most recent scientific data available concerning the flow of groundwater and the impacts of increased pumping near the Comal and San Marcos springs.
Permit Administration Rules (Public Hearings May 27, June 2, June 3)
These proposed rules amend Edwards Aquifer Authority Rules – Ch. 702 (Definitions) and Ch. 711 (Groundwater Withdrawals) – as they relate to the administration of permits. These proposed changes are necessary to make administration of permits more efficient, including transfer and base irrigation transfer procedures.
Groundwater Management Rules (Public Hearings May 27, June 2, June 3)
These proposed rules amend Edwards Aquifer Authority Rules – Ch. 702 (Definitions) and Ch. 715 (Comprehensive Water Management) – as they relate to groundwater conservation plans and landscape watering provisions. These proposed amendments are intended to make administration of groundwater conservation plans (GCPs) more efficient and to clarify GCP submittal requirements for groundwater withdrawal permit and lease holders.
Control of Fires on the Recharge Zone (Public Hearing to be Scheduled)
These proposed rules amend Edwards Aquifer Authority Rules – Ch. 713 (Water Quality) – as they relate to the control of fires on the Edwards Aquifer Recharge Zone. The proposed amendments are intended to implement Section 1.081 of the Edwards Aquifer Authority Act, which indicates that the Authority shall adopt rules regarding the control of fires on the Recharge Zone. The proposed rules would add a new section to Chapter 713 of the Edwards Aquifer Authority Rules and would add some regulatory requirements to the owners or operators of facilities that are located on the Recharge Zone that store for resale or other non-residential use an aggregate quantity of more than 10,000 pounds or 1,000 gallons of regulated substances.
