BASIC FUNCTION

Coordinates all facets of recruiting throughout organization to carry out the mission of the Edwards Aquifer Authority.

DESCRIPTION

Coordinates and implements employment and college recruiting initiatives; assists in the development and implementation of personnel policies and procedures; represents the EAA at selected job fairs; develops working relationships within colleges to aid in recruiting; networks through industry contacts, association memberships, trade groups and employees; locates and documents where to find ideal candidates; establishes a recognizable “employer of choice” reputation for the EAA, both internally and externally; researches and recommends new sources for active and passive candidate recruiting; maintains all pertinent applicant and interview data in the Human Resources Information System; assist with EEO and diversity reports; and performs other special projects as assigned by the supervisor.

EDUCATION/EXPERIENCE REQUIREMENTS

Bachelors degree in Human Resources Management, Business Administration plus three years of experience; or Associates degree plus five years of experience; or HS/GED plus seven years of relevant experience; bachelor’s degree in Human Resources Management preferred; experience in recruitment and selection; knowledge of Federal and State Equal Employment Opportunity and labor laws, and public personnel practices preferred; use of Microsoft Office software (Word, Excel, and PowerPoint,); ability to perform data entry and scanning of documents with high accuracy and attention to detail; possess strong communication skills as well as problem solving ability; possess excellent customer service skills and ability to interact with all levels of customers and staff; strong oral, written, and organizational skills; and the ability to exercise initiative, independent judgment and responsibility; a valid driver’s license; and ability to operate a motor vehicle.

BASIC FUNCTION

Directs and performs daily coordination of all accounting, finance, and budgeting functions for the Edwards Aquifer Authority.

DESCRIPTION

Coordinates the development and implementation of Finance and Accounting programs; provides direction and manages daily operational activities of the finance function; administers all accounting, finance, and budgeting procedures for the EAA; prepares and monitors the EAA’s annual budget; balances all accounts as needed; transfers funds between accounts as appropriate; works closely with the Controller on the design of the monthly, quarterly, and annual financial and budget reports, and supervises the preparation of the reports; researches and compiles information for the annual report; coordinates the independent audit and prepares schedules and other workpapers as requested; prepares re-rate exposure analysis for property and casualty insurance policies; prepares the EAA investment status reports, special financial reports, and other cost analysis reports for special purchases; designs and implements computerized accounting procedures; oversees annual fixed assets inventory and monitors fixed assets internal controls; meets with vendors, outside auditors and consultants with regard to accounting matters; supervises staff; and performs other tasks as assigned by the supervisor.

EDUCATION/EXPERIENCE REQUIREMENTS

Bachelors degree in Accounting or Finance plus seven years of relevant experience; CPA preferred; two years supervisory experience preferred; must be bondable in accordance with EAA bylaws; experience with computerized accounting systems; use of Microsoft Office software (Word, Excel (intermediate to advanced), PowerPoint, Access, Outlook); strong oral, written and organization skills; the ability to exercise initiative, independent judgment and responsibility; a valid driver’s license; and the ability to operate a motor vehicle.

PHYSICAL REQUIREMENTS

Job performance may require: listening, seeing, sitting, talking; occasional reaching, grasping, lifting, handling, pulling or pushing; balancing and carrying of items such as boxes of materials, books, etc. with weights not exceeding 25 pounds; limited walking, standing, stooping, and bending; some irregular hours and long workdays occasionally amounting to as much as 50 hours in one work week, and moderate levels of stress.  Job is performed primarily in an office environment with infrequent trips to other offices and limited exposure to weather conditions.
