Proposed rules are proposals approved by the EAA board of directors for amending the EAA’s rules. The proposed rules are released for public notice and comment before final consideration is made by the board. Proposed rules not enforceable by the EAA, but rather are a part of the overall rule-making process of the EAA.
The EAA’s rule-making process also provides the public with opportunities to submit public comment on all proposed rules. The EAA will consider all comments that are submitted within the official public comment period.
The EAA is currently accepting public comments on its proposed rules to modify the process by which an irrigator files a Notice of Intent to Finish out a Crop. Public hearings will be held in Uvalde, Medina and San Antonio during the Summer of 2019, and the public comment period will end in October 2019. The EAA is implementing a longer than usual public comment period to better understand the full impacts to an irrigator.
Public comments may be submitted verbally or in writing. However, the EAA will only formally respond to comments that have been submitted in writing.
